1. Overview of the Japanese Childcare System Government plays a principle role in running of childcare system in Japan. In specific, Ministry of Health, Labour and Welfare (MHLW) is responsible for regulating new entries into the market by setting a minimum standard in staff-child ratio, space of nursery room per child and capacities etc. Moreover, about 70% daycare centers are licensed ones who must receive strict supervision from the government as an exchange of its financial supports. For example, it is not the licensed daycare centers but the municipality’s welfare office that can decide who can use the service, how much the service should be charged, and how to distribute the profit (see Graph 1 for details).
